The Secretary of State for Social Security, in exercise of powers conferred by sections 84(1) and 89(1) of the Social Security Act 1986(1), and of all other powers enabling him in that behalf, it having appeared to him that by reason of urgency of the matter it is inexpedient to refer proposals in respect of these Regulations to the Industrial Injuries Advisory Council(2), hereby makes the following Regulations:
1. These Regulations may be cited as the Social Security (Industrial Injuries and Diseases) Miscellaneous Provisions (Amendment) (No. 2) Regulations 1989 and shall come into force on 31st October 1989.
2. Regulation 2 of the Social Security (Industrial Injuries and Diseases) Miscellaneous Provisions (Amendment) Regulations 1989(3) (which provides in paragraph (2) that certain provisions relating to delayed claims are to cease to have effect) shall be amended by the deletion of paragraph (2) from that regulation.

These Regulations, which come into force on 31st October 1989, amend the Social Security (Industrial Injuries and Diseases) Miscellaneous Provisions (Amendment) Regulations 1989 by deleting from regulation 2 of those Regulations paragraph (2) which provides that regulation 13 of the Social Security (Industrial Injuries and Diseases) Miscellaneous Provisions Regulations 1986 (S.I. 1986/1561) is to cease to have effect on 1st November 1989. Regulation 13 enables late claims for industrial injuries and diseases to be determined in certain circumstances as though they had been made on 30th September 1986.
