The Secretary of State for Wales makes this Order in exercise of powers conferred upon him by sections 10 and 12 of the Highways Act 1980(1) and of all other enabling powers:-“
1. The length of trunk road described in the Schedule to this Order and shown by broad striped hatching on the deposited plan shall cease to be a trunk road and shall be classified as a principal road as from the date on which the Secretary of State for Wales notifies the County Council of Gwent (who will become the Highway Authority for that length of highway) that the new trunk roads to be constructed in pursuance of the M4/Newport-“Shrewsbury Trunk Road A4042 (Relief of Brynglas Tunnels and Malpas Road) Order 1989 have been completed and are open to through traffic.
2. In this order:-“
(i) "the deposited plan" | means the plan numbered HA 10/2 W073 marked the "Newport-“Shrewsbury Trunk Road A4042 (Malpas Interchange to Cwmbran Drive, De-trunking) Order 1989", signed by authority of the Secretary of State and deposited at the Welsh Office Repository, Curran Embankment, Cardiff; |
(ii) "principal road" | as a classification for a highway means that the highway is a principal road for the purposes of enactments or instruments which refer to highways classified as principal roads, and is also classified for the purpose of every other enactment and instrument which refers to highways classified by the Secretary of State. |
(iii) "the trunk road" | means the Newport-“Shrewsbury Trunk Road (A4042). |
3. This Order shall come into force on the 20th October 1989 and may be cited as the Newport-Shrewsbury Trunk Road A4042 (Malpas Interchange to Cwmbran Drive, De-Trunking) Order 1989.

The length of the trunk road ceasing to be a trunk road is shown by broad striped hatching on the deposited plan and is that length of the trunk road from and including the Malpas Interchange to a point near Llantarnam Hall, approximately 154 metres north of its junction with the unclassified Montgomery Road; all in the Borough of Newport (with the exception of the northernmost 70 metres, near Llantarnam Hall, which lie in the Borough of Torfaen) in the County of Gwent.
