The Secretary of State, being satisfied that adequate provision is made in the area of the District of Blaby for the accommodation of gipsies residing in or resorting to that area, on the joint application of the councils of the County of Leicestershire and the District of Blaby, and in exercise of the powers conferred by section 12(2) of the Caravan Sites Act 1968(1), and now vested in him(2), and of all other powers enabling him in that behalf, hereby makes the following Order:-“
1. This Order may be cited as the Gipsy Encampments (District of Blaby) Order 1989 and shall come into force on 6th October 1989.
2. The area of the District of Blaby is designated as an area to which section 10 (prohibition of unauthorised camping in designated areas) of the Caravan Sites Act 1968 applies.

This Order designates the District of Blaby as an area to which section 10 of the Caravan Sites Act 1968 applies.
It is an offence within a designated area for a gipsy to station a caravan for the purpose of residing for any period on any land within the boundaries of a highway, or on any other unoccupied land, or on any occupied land without the consent of the occupier.
Under section 11 of the Act (substituted by section 174 of the Local Government, Planning and Land Act 1980), unlawfully stationed caravans and their occupants may be removed by order of a magistrates' court.
1968 c. 52; section 12 was substituted by section 175 of the Local Government, Planning and Land Act 1980 (c. 65), and was amended by paragraph 11(2) of Schedule 8 to the Local Government Act 1985 (c. 51).
