The Secretary of State for Transport, in exercise of the powers conferred by sections 89(3), (4) and (5) and 105 of the Road Traffic Act 1988(1), and all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of that Act, and in respect of regulation 3 with the approval of the Treasury, hereby makes the following Regulations:
1. These Regulations may be cited as the Motor Vehicles (Driving Licences) (Amendment) (No. 3) Regulations 1989 and shall come into force on 2nd October 1989.
2. The Motor Vehicles (Driving Licences) Regulations 1987(2) shall be further amended in accordance with the provisions of these Regulations.
3. In paragraph (3)(b) of regulation 19 (Fees in respect of tests) for "£16.50" there shall be substituted "£24.00".
4. In the third column of Schedule 3 headed "Additional requirements" for the words "and 10" in the entries opposite groups D and E there shall in each case be substituted the words ", 10, 12 and 13".
5. In Schedule 4 (Additional requirements for driving tests) the following additional requirements shall be added to the list-
"12. Drive the vehicle slowly, while keeping it under control.
13. Cause the vehicle to face in the opposite direction by driving it forward ("U" turn).".

These Regulations further amend the Motor Vehicles (Driving Licences) Regulations 1987.
Regulation 19(3)(b), as substituted by the Motor Vehicles (Driving Licences) (Amendment) (No. 2) Regulations 1989 (S.I. 1989/762), is amended so as to increase the fee payable in respect of the Part II test for motor bicycles and the test for motor vehicles of group E (mopeds) from £16.50 to £24.00.
Schedules 3 and 4 are amended so as to require a person taking the Part II test for motor bicycles or the test for mopeds to be able to perform a "U" turn and to show that he can drive slowly while keeping his vehicle under control.
