The Secretary of State for Wales, as respects the Welsh successor company, and the Secretary of State for the Environment, as respects the other successor companies, in exercise of the powers conferred on them by section 83(1) of the Water Act 1989(1) and of all other powers enabling them in that behalf, and with the consent of the Treasury, hereby make the following Order:-“
1. This Order may be cited as the Water Reorganisation (Holding Companies of Successor Companies) Order 1989 and shall come into force on 19th August 1989.
2. The company (being a company wholly owned by the Crown) mentioned in the Schedule hereto in relation to a successor company which is so mentioned is hereby nominated as the holding company of that successor company.

The Water Authorities (Successor Companies) Order 1989 made under section 4(2) of the Water Act 1989 nominated successor companies to take over the functions of the water authorities established in England and Wales by the Water Act 1973 (c. 37) so far as they relate to the supply of water and sewerage services.
This Order, made under section 83(1) of the 1989 Act, nominates public limited companies of which the successor companies are to become subsidiaries.
