The Secretary of State for Education and Science, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on the Secretary of State by sections 63(4), 89(1) and 92(2) of the Education Reform Act 1988(1), hereby make the following Regulations:
1. These Regulations may be cited as the Education (Grant-maintained Schools) (Publication of Proposals) Regulations 1989 and shall come into force on 1st September 1989.
2. In these Regulations-“
"the Act" means the Education Reform Act 1988; and
"grant-maintained school" means a school maintained by the Secretary of State and conducted by a governing body incorporated for that purpose under Chapter IV of Part I of the Act.
3. Any notice containing a summary of proposals made under section 62(2)(a) of the Act which is to be published in a newspaper pursuant to section 63(2) of the Act shall be so published within ten days of publication of the proposals to which it relates.
4. Any proposals which are required to be published by section 89(1) or 92(2) of the Act (proposals to make a significant change in the character, or a significant enlargement to the premises, of a grant-maintained school, or proposals to discontinue a grant-maintained school) shall be published-“
(a)by being posted at or near any main entrance to the school;
(b)by being posted in at least one conspicuous place within the area served by the school; and
(c)by being made available for inspection at all reasonable times at the school or at any other place within that area to which members of the public may conveniently have access,
and shall, as soon as reasonably practicable after those requirements have been satisfied, be published in at least one newspaper circulating in the area served by the school.

These Regulations contain provisions about the publication of proposals relating to grant-maintained schools.
Regulation 3 provides that any notice containing a summary of proposals for the acquisition of grant-maintained status made under section 62(2)(a) of the Education Reform Act 1988 ("the Act") which is required to be published in a newspaper shall be so published within ten days of the publication of the proposals to which it relates.
Regulation 4 prescribes the manner of publication of proposals under sections 89(1) or 92(2) of the Act to make a significant change in the character, or a significant enlargement to the premises, of a grant-maintained school, or proposals to discontinue a grant-maintained school.
