Whereas the Secretary of State pursuant to section 86(2) of the Weights and Measures Act 1985(1)has consulted with organisations appearing to him to be representative of interests substantially affected by this Order and considered the representations made to him by such organisations with respect to the subject matter of this Order:
And whereas a draft of this Order has been laid before Parliament and approved by resolution of each House of Parliament pursuant to section 86(5) of that Act:
Now, therefore, the Secretary of State, in exercise of his powers under sections 22(1) and (2) and 86(1) of that Act and of all other powers enabling him in that behalf, hereby makes the following Order:-
1.-(1) This Order may be cited as the Weights and Measures (Knitting Yarns) Order 1988 and shall come into force on 1st January 1990.
(2) In this Order, "knitting yarns" means any knitting yarns consisting of natural fibres (animal, vegetable or mineral), chemical fibres, or any mixture of such fibres.
2.-(1) Subject to the following provisions of this Order, knitting yarns shall be pre-packed only in one of the following quantities by net weight in grams, that is to say- 10, 25, 50, 100, 150, 200, 250, 300, 350, 400, 450, 500, 1000.
(2) The quantities prescribed in paragraph (1) above shall be the sum of the anhydrous mass of the yarn and the appropriate recovery factor specified in Schedule 3 to the Textile Products (Indications of Fibre Content) Regulations 1986(2).
(3) There shall be exempted from the requirements of paragraph (1) above Knitting yarn pre-packed in Great Britain or imported pre-packed into Great Britain before 1st January 1990.
3. Where the contents of the container in which any knitting yarn to which this Order applies is pre-packed consist of two or more packs of knitting yarn, the quantities specified in article 2(1) above shall apply-
(a)to the container, if the packs are not intended to be sold individually; and
(b)to the packs, if they are intended to be sold individually.

This Order implements the requirements of Council Directive No. 87/356/EEC (OJ No. L192, 11.7.1987, p.48). The Order provides that knitting yarns are to be pre-packed only in prescribed metric quantities.
