The Secretary of State for Transport, in exercise of the powers conferred by sections 82(1) and 83(1) of the Road Traffic Regulation Act 1984(1), and of all other enabling powers, and after giving public notice in accordance with the said section 83(1), hereby makes the following Order and gives the direction herein contained:
1. This Order may be cited as the A3 Trunk Road (Service Roads, Kingston upon Thames and Merton) (Restricted Roads) (Direction) Order 1988 and shall come into force on 9th May 1988.
2. In this Order-
"the trunk road" means the lengths of the London-Portsmouth Trunk Road (A3) situate in the Royal Borough of Kingston upon Thames and in the London Borough of Merton parts of which are known as Beverley Way, Hook Rise, Malden Way, Robin Hood Way and Tolworth Rise;
"main carriageway" in relation to the trunk road means any carriageway of the trunk road used primarily by through traffic, and excludes any service road and slip road;
"service road" and"slip road" mean any length of road so described in this Order;
"Beverley Way southeastern slip road" means that length of road linking the westbound carriageway of Coombe Lane with the southbound main carriageway of the trunk road;
"Beverley Way southwestern slip road" means that length of road linking the westbound carriageway of Coombe Lane West with the northbound carriageway of the trunk road;
"Hook Rise North service road" means that length of the trunk road known locally as Hook Rise North;
"Hook Rise South service road" means that length of the trunk road known locally as Hook Rise South;
"Tolworth Rise North service road" means that length of the trunk road known locally as Tolworth Rise North;
"Tolworth Rise South service road" means that length of the trunk road known locally as Tolworth Rise South;
"Malden Way (North) service road" means that length of the trunk road which lies on the northern side of and parallel to the main northbound carriageway of the length of the trunk road known as Malden Way;
"Malden Way (South) service road" means that length of the trunk road which lies on the southern side of and parallel to the main southbound carriageway of the length of the trunk road known as Malden Way;
"Beverley Way (North) service road" means that length of the trunk road which lies on the western side of and parallel to the main northbound carriageway of the length of the trunk road known as Beverley Way;
"Beverley Way (South) service road" means that length of the trunk road which lies on the eastern side of and parallel to the main southbound carriageway of the length of the trunk road known as Beverley Way;
"Robin Hood Way (North) service road" means that length of the trunk road which lies on the western side of and parallel to the main northbound carriageway of the length of the trunk road known as Robin Hood Way;
"Robin Hood Way (South) service road" means that length of the trunk road which lies on the eastern side of and parallel to the main southbound carriageway of the length of the trunk road known as Robin Hood Way.
3. The Secretary of State hereby directs that the lengths of the trunk road specified in the Schedule to this Order shall become restricted roads for the purposes of section 81 of the Road Traffic Regulation Act 1984.

1. Hook Rise North service road, between a point 14 metres west of the western boundary of Number 342 Hook Rise North and a point 5 metres east of the eastern kerbline of Fullers Way North, a distance of 106 metres.
2. Hook Rise North service road, between a point 165 metres west of the western boundary of Number 168A Hook Rise North and a point 27 metres southwest of the southwestern boundary of Number 66 Hook Rise North, a distance of 637 metres.
3. Tolworth Rise North service road, between a point 3.2 metres southwest of the boundary between Numbers 111 and 113 Tolworth Rise North and a point above the centre line of the Hogsmill river, a distance of 656 metres.
4. Malden Way (North) service road, between a point above the centre line of the Hogsmill river and a point 8 metres northeast of the northeastern boundary of Number 141 Malden Way, a distance of 715 metres.
5. Malden Way (North) service road, between the southwestern kerbline of Queen's Road and the southwestern kerbline of Albert Road, a distance of 126 metres.
6. Beverley Way (North) service road, between the northwestern kerbline of Huntley Way and the southern kerbline of Beverley Way southwestern slip road, a distance of 727 metres.
7. Robin Hood Way (North) service road, between a point 5 metres south of the southern boundary of Number 213 Robin Hood Way and a point 4 metres south of the boundary between Numbers 13 and 15 Robin Hood Way, a distance of 1,602 metres.
8. Robin Hood Way (South) service road, between a point 12 metres north of the northern boundary of Number 2 Robin Hood Way and a point 4 metres south of the southern boundary of Number 62 Robin Hood Way, a distance of 342 metres.
9. Beverley Way (South) service road, between the southern kerbline of Beverley Way southeastern slip road and its termination in the cul-de-sac fronting Numbers 136 to 154 Beverley Way, a distance of 703 metres.
10. Malden Way (South) service road, between the northeastern kerbline of Barnfield and the northeastern kerbline of South Lane, a distance of 161 metres.
11. Malden Way (South) service road, between the southwestern kerbline of South Lane and a point above the centre line of the Hogsmill river, a distance of 520 metres.
12. Tolworth Rise South service road, between a point above the centre line of the Hogsmill river and a point opposite the boundary between Numbers 112 and 114 Tolworth Rise South, a distance of 769 metres.
13. Hook Rise South service road, between a point 9 metres northeast of the northeastern kerbline of the un-named road linking the westbound main carriageway of the trunk road with Kingston Road and a point 17 metres west of the western kerbline of Elmcroft Drive, a distance of 1,506 metres.
