The Secretary of State for Social Services in exercise of the powers conferred on him by sections 84(1) and 89(1) of the Social Security Act 1986(1) and of all other powers enabling him in that behalf, by this instrument, which contains only provisions consequential on sections 20 to 23 of that Act in their application to income support and Regulations made under those sections and is made before the end of a period of 12 months from the commencement of those sections, makes the following Regulations:
1. These Regulations may be cited as the Income Support (Transitional) Amendment No. 2 Regulations 1988 and shall come into force on 11th April 1988.
2.-(1) The Income Support (Transitional) Regulations 1987(2) shall be amended in accordance with the following provisions of this regulation.
(2) In regulation 14 (reduction and termination of transitional and personal expenses addition)-
(a)after paragraph (1B) there shall be inserted the following paragraph-
"(1C) Notwithstanding paragraph (1)(b), (c) or (e) the amount of a claimant's transitional addition shall not be reduced if, and to the extent that, the increase in his income or, as the case may be, the reason his income exceeds his applicable amount, is attributable to the receipt of a training allowance.";
(b)at the end of paragraph (5) there shall be added the words "but not if, and to the extent that, the increase is attributable to the receipt of a training allowance".
(3) In regulation 15 (special transitional addition) at the end of paragraph (2) there shall be added the words "but not if, and to the extent that, the increase is attributable to the receipt of a training allowance".

These Regulations further amend the Income Support (Transitional) Regulations 1987 in preparation for the introduction of income support. They provide for a person's transitional addition, special transitional addition and personal expenses addition not to be reduced where there has been an increase in his income attributable to the receipt of a training allowance.
The Regulations contain only provisions consequential on sections 20 to 23 of the Social Security Act 1986 in their application to income support and are made before the expiry of 12 months from the commencement of those sections. Accordingly, the Regulations are exempt, by section 61(5) of that Act, from reference to the Social Security Advisory Committee and have not been so referred.
