HARBOURS, DOCKS, PIERS AND FERRIES

The Secretary of State for Transport in exercise of the powers conferred by section 14 of the Harbours Act 1964(1) and now vested in him(2) and of all other powers enabling him in that behalf and on the application of the Port of London Authority in accordance with section 7 (5) of the Pilotage Act 1987(3), hereby makes the following Order:
1. This Order may be cited as the Port of London (Pilotage) Harbour Revision Order 1988 and shall come into force on 1st October 1988.
2. In this Order-
"the Authority" means the Port of London Authority;
"the port" means the area within the limits as described in Schedule 1 to the Port of London Act 1968(4);
"the signed plan" means the plan, prepared for the purpose of identification only, signed in triplicate by an Under Secretary in the Department of Transport, two copies of which have been deposited at that Department and one copy of which has been deposited at the offices of the Authority situated at 3 Tilbury Gardens, Tilbury, Essex RM18 7NH.
3. The limits within which the Authority shall have jurisdiction for the purposes of pilotage shall include (in addition to the port):-
(a)The area within the seaward limit described in paragraph 1 of Schedule 1 tothe Port of London Act 1968 but excluded from the port by virtue ofparagraph 2(f) of that Schedule and section 2(2) of the Territorial Sea Act 1987(5) being the area outlined in blue on the signed plan; and
(b)Such waters outside the above mentioned area as lie within lines drawn:-
(i)from Gunfleet Old Lighthouse in position latitude 51° 46'.08 N, longitude 01° 20'.53 E, in an easterly direction to Long Sand Head, in position latitude 51° 48'N, longitude 01° 40'E, and
(ii)thence from Long Sand Head in a south westerly direction to a position latitude 51° 36'N, longitude 01° 23'.08 E,
being the area outlined in yellow on the signed plan.

By virtue of section 7 (5) of the Pilotage Act 1987 a direction given by a competent harbour authority for the purpose of making pilotage compulsory for ships navigating in a specified area shall not apply to any area which is outside the Authority's harbour unless the limits of jurisdiction of the Authority for pilotage purposes have been extended to cover that area.
This Order accordingly extends the limits of jurisdiction of the Port of London Authority for pilotage purposes under Part I of the Pilotage Act 1987 so as to include an area outside the port in respect of which the Authority considers that pilotage should be compulsory.
The applicant for this Order is the Port of London Authority.
