CHANGES IN LOCAL GOVERNMENT AREAS

The Secretary of State, in exercise of the powers conferred on him by section 17(2) of the Local Government (Scotland) Act 1973((1)) to give effect to proposals made by the Local Government Boundary Commission for Scotland under section 14(2) of that Act, and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Kirkcaldy and North East Fife Districts (Montrave Estate) Boundaries Amendment Order 1987, and shall come into force on 15th February 1988.
2. In this Order-
"the 1977 Regulations" means the Local Government Area Changes (Scotland) Regulations 1977((2)); and
"boundary map" means the map prepared by the Scottish Office, marked "The Kirkcaldy and North East Fife Districts (Montrave Estate) Boundaries Amendment Order 1987 Map" and deposited in accordance with regulation 3 of the 1977 Regulations;
and, in the Schedule to this Order, any reference to a boundary of a district is a reference to a boundary existing immediately before the commencement of this Order.
3. The 1977 Regulations shall apply for the purposes of this Order to such an extent as may be required to implement the area changes effected by article 4 of this Order.
4. Those parts of Montrave Estate in Kirkcaldy District, being Area A, Area B and Area C described in the Schedule to this Order and shown delineated, hatched and marked "Area A", "Area B" and "Area C" on the boundary map, shall be transferred to North East Fife District.
5.-(1) Area A described in the Schedule to this Order (being the Area A transferred by article 4 of this Order)-
(a)shall form part of electoral division 26 (Pittenweem/St Monance/Elie/Largo) of Fife Region((3)) and of ward 14 (Largo) of North East Fife District((4)); and
(b)shall cease to form part of electoral division 13 (Kennoway and Windygates) of Fife Region and of ward 26 (Kennoway) of Kirkcaldy District ((5)).
(2) Area B described in the Schedule to this Order (being the Area B transferred by article 4 of this Order)-
(a)shall form part of electoral division 26 (Pittenweem/St Monance/Elie/Largo) of Fife Region and of ward 14 (Largo) of North East Fife District; and
(b)shall cease to form part of electoral division 13 (Kennoway and Windygates) of Fife Region and of ward 25 (Windygates) of Kirkcaldy District.
(3) Area C described in the Schedule to this Order (being the Area C transferred by article 4 of this Order)-
(a)shall form part of electoral division 26 (Pittenweem/St Monance/Elie/Largo) of Fife Region and of ward 14 (Largo) of North East Fife District; and
(b)shall cease to form part of electoral division 12 (Leven) of Fife Region and of ward 24 (Leven East) of Kirkcaldy District.

Articles 2, 4 and 5
The area bounded by a line commencing at a point Grid Reference NO 36810594 where the unnamed burn flowing from the north side of Kilmux Wood crosses the district boundary, thence northeastward along the unnamed burn to a point Grid Reference NO 36900595, thence generally southeastward by field boundaries to a point Grid Reference NO 37460516 on the south side of the A916 road, thence northeastward along the south side of the A916 road to join the district boundary, thence northeastwards and thereafter following that boundary generally southwestwards to the point of commencement.
The area bounded by a line commencing on the district boundary at a point Grid Reference NO 38010602, thence in a southwesterly direction along the south side of the A916 road to the point of intersection of that road with the west side of the B927 road, thence southeastwards along the west side of that road to where it crosses the course of a disused railway, thence northeastwards along that course to rejoin the district boundary, then northwestwards and northeastwards along that boundary to the point of commencement.
The area bounded by a line commencing on the district boundary at a point Grid Reference NO 38040506, thence in a southwesterly direction along the course of a disused railway to where it is crossed by the B927 road, thence southeastwards along the west side of that road to a point Grid Reference NO 38330268 where it intersects with the access road leading to Blacketyside Farm, thence northeastward along the south side of that access road to a point Grid Reference NO 38530278, thence southeastward by field boundary to rejoin the district boundary at a point Grid Reference NO 38670251, thence generally northwards following that district boundary to the point of commencement.

This Order transfers an area of approximately 1005 acres at Montrave Estate from Kirkcaldy District to North East Fife District and makes consequential changes to electoral arrangements.
The map annexed to and forming part of this note gives a general guide to the areas affected by this Order as from 15th February 1988.
Copies of the detailed boundary map defined in article 2 of this Order may be inspected at the offices of any of the local authorities referred to in this Order, and may be inspected at or purchased from the Scottish Development Department's Map Library, New St Andrew's House, St James Centre, Edinburgh, EH1 3SZ.
S.I. 1977/8
The electoral divisions of Fife Region were constituted by S.I. 1977/1983, to which there are amendments not relevant to this Order.
The wards of North East Fife District were constituted by S.I. 1979/158, to which there are amendments not relevant to this Order.
The wards of Kirkcaldy District were constituted by S.I. 1980/210, to which there are amendments not relevant to this Order.
