The Minister of Agriculture, Fisheries and Food, the Secretary of State for Scotland and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred by section 2 of the Agriculture (Miscellaneous Provisions) Act 1968(1) and now vested in them(2) and of all other powers enabling them in that behalf, after consultation in accordance with the said section 2 with such persons appearing to them to represent any interests concerned as they consider appropriate, hereby make the following regulations, of which a draft has been approved by a resolution of each House of Parliament:-
1. These regulations may be cited as the Welfare of Livestock (Prohibited Operations) (Amendment) Regulations 1987 and shall come into operation on the day after the day on which they are made.
2. The Welfare of Livestock (Prohibited Operations) Regulations 1982(3) shall be amended as follows:-
(a)after regulation 3 (prohibited Operations) there shall be inserted the following regulation-
"3A. Subject to the provisions of regulation 4(a) no person shall perform, or cause or permit to be performed, the following operation in relation to sheep for the time being situated on agricultural land, namely tooth grinding of sheep."; and
(b)for paragraph (a) of regulation 4 (exemptions) there shall be substituted the following paragraph-
"(a)any act lawfully done under the Animals (Scientific Procedures) Act 1986(4)".

The Welfare of Livestock (Prohibited Operations) Regulations 1982 prohibited a number of operations in relation to livestock for the time being situated on agricultural land.
These Regulations amend the 1982 Regulations by prohibiting the tooth grinding of sheep for the time being situated on agricultural land, subject to an exemption where this operation is lawfully done under the Animals (Scientific Procedures) Act 1986 (Regulation 2(a) and (b)).
