The Secretary of State for Social Services, in exercise of the power conferred on him by section 28(1) of the Health and Social Security Act 1984 and after consultation with the Council on Tribunals(1), hereby makes the following regulations:-“
1. These regulations may be cited as the Social Security Appeal Tribunals (Transitional) Regulations 1984 and shall come into operation on 26th September 1984.
2. Without prejudice to the powers conferred on the President of Social Security Appeal Tribunals and Medical Appeal Tribunals by paragraph 1 of Schedule 10 to the Social Security Act 1975(2) any person whose name was, on 25th September 1984, entered on either of the panels for any area from which were drawn members of Social Security Appeal Tribunals other than the chairman shall be deemed to have been appointed to the panel constituted under the said paragraph 1 as amended by section 16(b) of the Health and Social Security Act 1984 for a period corresponding to that for which he is shown as having been appointed to the first-mentioned panel.

Section 16 of the Health and Social Security Act 1984 provides that from 26th September 1984 the two panels for each area from which were drawn members of Social Security Appeal Tribunals other than the chairman shall be replaced by a single panel. These regulations provide that those persons whose names were on the old panels shall be deemed to have been appointed to the new panels.
