In exercise of the powers conferred upon me by section 27(1) of and paragraph 16 of Schedule 4 to the Health and Social Security Act 1984 and of all other powers enabling me in that behalf, I hereby make the following order:-
1. This order may be cited as the Health and Social Security Act 1984 (Commencement No. 1) Order 1984.

3.-(1) The days appointed for the coming into force of section 11 of and Schedule 4 to the Act (severe disablement allowance) are the days specified in paragraphs (2) to (4) of this Article.
(2) For the purposes of the making of claims for, and the determination of claims and questions relating to, severe disablement allowance, the day appointed is 10th September 1984.
(3) For the purposes of Part II of Schedule 4 to the Act (transitional provisions), and of section 11(2) so far as it relates to that Part, the day appointed is 29th November 1984.
(4) For all purposes other than those referred to in paragraphs (2) and (3) of this Article, the day appointed is-
(a)29th November 1984 in relation to-
(i)persons aged 50 or over on that day,
(ii)persons born after 29th November 1949, and
(iii)any person who, but for the provisions of paragraph 16 of Schedule 4 to the Act, would be entitled to a non-contributory invalidity pension for a day which is not separated by a period of more than eight weeks from a day for which he was in fact so entitled;
(b)the day on which he attains the age of 50 in relation to any other person who attains that age in the period beginning with 30th November 1984 and ending with 27th November 1985; and
(c)28th November 1985 in relation to all other persons.

This Order brings into operation, on various dates in 1984 and 1985, all those provisions of the Health and Social Security Act 1984 which are not brought into operation by section 27 of the Act itself, except the provisions relating to professional remuneration in the National Health Service and some of the provisions relating to optical appliances and opticians in the National Health Service.
