Whereas the Secretary of State has, in accordance with the provisions of section 1(4) of the Consumer Safety Act 1978, consulted with such organisations as appear to him to be representative of interests substantially affected by these Regulations, the Health and Safety Commission and such other persons as he considers appropriate:
And whereas a draft of these Regulations has been approved by a resolution of each House of Parliament:
Now, therefore, the Secretary of State, in exercise of the powers conferred by section 1 of the said Act and now vested in him(1), hereby makes the following Regulations:
1.-(1) These Regulations may be cited as the Filament Lamps for Vehicles (Safety) Regulations 1982.
(2) These Regulations shall come into operation on the expiry of a period of six months beginning on the day on which these Regulations are made.
2.-(1) No person shall supply, offer to supply, agree to supply, expose for supply or possess for supply any filament lamp of a type to which an ECE Regulation or Community Instrument mentioned in an item in column 2 of the Table below applies unless it is marked with the marking designated as an 0approval mark by the provisions in the Motor Vehicles (Designation of Approval Marks) Regulations 1979(2) mentioned in relation to that item in column 3 of that Table.

3. The prohibition specified in Regulation 2(1) above relates only to a filament lamp as an entity separate from, and not as part of, a lamp unit or a vehicle.

These Regulations prohibit a person from supplying, offering to supply, agreeing to supply, exposing for supply or possessing for supply any filament lamp of a type to which an ECE Regulation or Community Instrument mentioned in an item in column 2 of the Table to Regulation 2 applies unless it is marked with a marking designated as an approval mark by the Motor Vehicles (Designation of Approval Marks) Regulations 1979.
The following Table is added as a matter of convenience. Where the number of an item in the Table to Regulation 2(1) is specified in column 2 in an item in the Table below, the ECE Regulation or Community Instrument mentioned in the item in the Table to Regulation 2(1) categorises the filament lamps to which it relates by the letters and numbers specified in the item in column 3 of the Table below. The type of lamp (as described in the ECE Regulation or Community Instrument) in which a filament lamp so categorised is normally used is indicated in the relevant item in column 4 of the Table below, and the rated wattage of such a filament lamp as specified in the ECE Regulation or Community Instrument is as shown in that item in column 5 of that Table. Where, in column 6 of the Table below, a number is shown that number is the one usually given to the filament lamp as a matter of trade practice.
