The Secretary of State for Transport, in exercise of the powers conferred by section 76(2) of the Transport Act 1982, and of all other enabling powers, hereby makes the following Order:-
1. This Order may be cited as the Transport Act 1982 (Commencement No. 1) Order 1982.
2. The 1st November 1982 is hereby appointed as the day on which the following provisions of the Transport Act 1982 come into force, namely:-
Sections 16, 58, 60, 61, 68, 70 and 72 (so far as it relates to sections 53 and 54).
Schedule 5, paragraphs 25 and 26;
Schedule 6 insofar as it relates to section 72(2) and (4) of the Road Traffic Regulation Act 1967.

By this Order 1st November 1982 is appointed as the day on which the provisions of the Transport Act 1982 specified in Article 2 come into force. These provisions relate to
(a) special provision with respect to periodical tests of certain public service vehicles,
(b) penalty points for accessories to traffic offences,
(c) alteration of procedure governing the Highway Code,
(d) speed limits,
(e) refusal or withdrawal of disabled person's badges,
(f) payment in respect of applicants for exemption from wearing seat-belts,
(g) minor matters relating to penalty points, and immobilisation devices, and,
(h) repeals, so far as relevant to item (d) above.
