The Secretary of State, in exercise of the powers conferred on him by section 153(4) and section 151(1) of the Housing Act 1980 and of all other powers enabling him in that behalf, hereby makes the following order:-
1. This order may be cited as the Housing Act 1980 (Commencement No. 7) Order 1981.
2. The provisions of the Housing Act 1980 specified in the Schedule to this order shall come into operation on 31st March 1981.

1. Section 142.
2. Section 152(3) in so far as it relates to the repeal of section 21(5) of, and paragraph 8(2) of Schedule 2 to, the Leasehold Reform Act 1967.
This Order brings into operation on 31st March 1981 section 142 of the Housing Act 1980, together with the accompanying Schedule 22 and the associated repeals in Schedule 26. These provisions provide for matters under the Leasehold Reform Act 1967 which were previously determined by the Lands Tribunal in future to be determined by a Rent Assessment Committee constituted under Schedule 10 to the Rent Act 1977 (c. 42). When constituted to make such determinations, a Rent Assessment Committee is to be known as a Leasehold Valuation Tribunal.
