The Secretary of State, in exercise of the powers conferred on him by section 153(4) and section 151(1) of the Housing Act 1980 and of all other powers enabling him in that behalf, hereby makes the following order:-
1. This order may be cited as the Housing Act 1980 (Commencement No. 3) Order 1980.
2. Sections 78, 79 and 118 of the Housing Act 1980 shall come into operation on 20th October 1980.
3. The provisions of the Housing Act 1980 specified in the Schedule to this order shall come into operation on 27th October 1980.

1. Section 107 except in relation to paragraphs 4, 12, and 28 to 32 of Schedule 12.
2. Section 147.
3. Section 152(1) in so far as it relates to paragraphs 21 and 30 of Schedule 25.

This Order brings into operation on 20th October 1980:
(1) sections 78 and 79 of the Housing Act 1980 which amend Part IX of the Rent Act 1977 (Prohibition of premiums on grant of protected tenancies etc) by substituting a revised definition of "premium" and by allowing premiums to be demanded in the case of certain long tenancies;
(2) section 118 which enables an order to be made under that section to bring into effect the amendments to Part II of the Housing Finance Act 1972 (rent rebates and rent allowances) set out in Schedule 15 to the 1980 Act.
The order brings into operation on 27th October 1980, the following provisions of the 1980 Act, together with associated amendments and repeals:-
(a) section 107 and most of Schedule 12 which make a number of amendments to Part VII of the Housing Act 1974 dealing with the grants payable by local authorities towards the cost of works for the improvement and repair of dwellings and of houses in multiple occupation;
(b) section 147 and Schedule 24 which deal with the powers of local authorities in respect of the provision of means of escape from fire in houses in multiple occupation, and replace section 16 of the Housing Act 1961 and section 60 of the Housing Act 1969.
