The Secretary of State for the Environment, being satisfied that the district of Wolverhampton includes part of an inner urban area in which special social need exists, and that the conditions giving rise to the existence of that need could be alleviated by the exercise of the powers conferred on him by the Inner Urban Areas Act 1978, in the exercise of the powers conferred upon him by sections 1(1) and 15 of the said Act, and of all other powers enabling him in that behalf, hereby makes the following order:
1. This order shall come into operation on 13th November 1978 and may be cited as the Inner Urban Areas (Designated Districts) (England and Wales) (No. 2) Order 1978.
2. The Interpretation Act 1889 shall apply for the interpretation of this order as it applies for the interpretation of an Act of Parliament.
3. The district of Wolverhampton is hereby specified as a designated district for the purposes of the Inner Urban Areas Act 1978.

The Inner Urban Areas Act 1978 gives additional powers to designated district authorities. This Order specifies the district of Wolverhampton as a designated district for the purposes of the Act. The Wolverhampton District Council and the West Midlands County Council are both designated district authorities.
