The Minister for the Civil Service, in exercise of the powers conferred by section 8(1) of the Statutory Instruments Act 1946 and now vested in him(1) and of all other powers enabling him in that behalf, and with the concurrence of the Lord Chancellor and the Speaker of the House of Commons, hereby makes the following Regulations-
1. These Regulations may be cited as the Statutory Instruments (Amendment) Regulations 1977, and shall come into operation on 27th April 1977.
2. The Interpretation Act 1889 shall apply for the interpretation of these Regulations as it applies for the interpretation of an Act of Parliament, and as if for the purposes of section 38 of that Act these Regulations were an Act of Parliament and the provision revoked by Regulation 3 of these Regulations were an Act of Parliament thereby repealed.
3. The Statutory Instruments Regulations 1947(2), as amended(3), are hereby further amended by revoking the proviso to Regulation 10(1)(a) and substituting therefor the following proviso-
(i)instruments which have ceased to be in operation at the time of the completion of the annual edition, and
(ii)local instruments,
may be omitted;"

These Regulations amend Regulation 10 of the Statutory Instruments Regulations 1947 (which provides for the preparation of the annual edition of Statutory Instruments) by deleting a provision, inserted in 1972, that Orders in Council under section 1(3) of the Northern Ireland (Temporary Provisions) Act 1972 need not be included in the annual edition. As that section expired on 1st January 1974 the provision is now spent.
