The Secretary of State for Social Services, in exercise of the powers conferred on her by paragraph 10 of Schedule 1 to the National Health Service Reorganisation Act 1973 and of all other powers enabling her in that behalf, after consultation with such bodies as she recognises as representing persons who in her opinion are likely to be affected, hereby makes the following Regulations:-
1. These Regulations may be cited as the National Health Service (Speech Therapists) Regulations 1974, and shall come into operation on 1st April 1974.
2.-(1) In these Regulations, subject to the provisions of paragraph (2) of this regulation, expressions to which a meaning is assigned by the National Health Service Act 1946, as amended by the National Health Service Reorganisation Act 1973, have that meaning.
(2) In relation to Scotland, the expressions "Regional Hospital Board," "local health authority" and "education authority"
(3) The rules for the construction of Acts of Parliament contained in the Interpretation Act(1) shall apply for the purposes of the interpretation of these Regulations as they apply for the purposes of the interpretation of an Act of Parliament.
3. No person shall be employed as an officer of an authority to which this regulation applies, in the capacity of a speech therapist, unless he satisfies one of the following conditions:-
(1)
(a)certifying that he has attended a course of training, and passed an examination, approved by the Secretary of State; or
(b)certifying that the College are satisfied that he has, in a country or territory outside the United Kingdom, attended a course of training and passed an examination recognised by the College and approved by the Secretary of State.
(2) His name is included in a list, kept by the Secretary of State for Social Services or the Secretary of State for Wales, of persons not qualified in accordance with the foregoing provisions of this Regulations, who have satisfied the Secretary of State that their training and experience are adequate for employment as speech therapists.
(3) His name is included in a list of persons suitable for employment as speech therapists kept by the Secretary of State for Scotland or the Secretary of State for Northern Ireland.
(4) He was immediately before 1st April 1974 employed as a speech therapist:-
(a)by a Regional Hospital Board or the Welsh Hospital Board; or
(b)by a Board of Governors of a teaching hospital; or
(c)by a local health authority or a local education authority; or
(d)by a Regional Hospital Board, local health authority or education authority in Scotland; or
(e)in the Northern Ireland health service.
4. The authorities to which the foregoing Regulation applies are:-
(a)Regional Health Authorities;
(b)Area Health Authorities;
(c)special health authorities.

These Regulations prescribe the conditions under which a speech therapist may be employed for the purposes of providing services under the national health service as reorganised by the National Health Service Reorganisation Act 1973.
