In exercise of the powers conferred on me by section 44 of the Police Act 1964 and after consultation with the three Central Committees of the Police Federation for England and Wales sitting as a Joint Committee, I hereby make the following Regulations:-
1. These Regulations may be cited as the Police Federation (Amendment) Regulations 1971 and shall come into operation on 1st October 1971.
2. In these Regulations a reference to the principal Regulations is a reference to the Police Federation Regulations 1969(1).
3.-(1) Regulation 9(4) of the principal Regulations (central conferences) is hereby revoked.
(2) In paragraph (5) of the said Regulation 9 the words "or, as the case may be, of the metropolitan police force or the City of London police force" shall be omitted.
4. In Regulation 12(2) of the principal Regulations (central committees)-
(a)in sub-paragraph (a), after the words "two members shall be elected" there shall be inserted the words "in respect of No. 8 (London) Region,", and
(b)in sub-paragraph (b), after the words "in respect of each" there shall be inserted the word "other".
5. For Regulation 16(4) of the principal Regulations (subscriptions etc.) there shall be substituted the following provision:-
"(4) If at the end of any year the funds held by a branch board exceed-
(a)£400, where the number of subscribing members is less than a hundred;
(b)£4 for each subscribing member, where the number of such members is a hundred or more but less than five hundred or, in the case of the metropolitan police force, a hundred or more but less than a thousand;
(c)£2,000 where the number of subscribing members is five hundred or more or, in the case of the metropolitan police force, £4,000 where the number of such members is one thousand or more.
the board shall pay the excess to the appropriate central committee and, after making such payment, may pay such sum as they think fit to the joint branch board.".
6.-(1) In paragraph (1) of Regulation 19 of the principal Regulations (use of Federation funds)-
(a)for the words "paragraphs (3) and (4)" there shall be substituted the words "paragraphs (3), (4) and (5)", and
(b)after the words "paragraph (4)(h)" there shall be added the words "or (5)".
(2) At the end of the said Regulation 19 there shall be added the following paragraph:-
"(5) Federation funds held by the joint central committee or, with the consent thereof, funds held by a central committee, may be used to defray legal charges incurred by such a person as is mentioned in paragraph (4)(h) in connection with criminal proceedings brought against him for common assault, or assault occasioning actual bodily harm, committed as mentioned in paragraph (4)(h).".
7. For paragraph 1 of Part II of Schedule 4 to the principal Regulations (women delegates to central conferences) there shall be substituted the following provision:-
"1. The number of delegates to be elected, under Regulation 9(3), by women members of inspectors', sergeants' or constables' branch boards in a region to the appropriate central conference-
(a)in the case of No. 8 (London) Region, shall be four;
(b)in the case of each other region, shall be determined by reference to the aggregate authorised establishment for the police forces in the region, as hereafter in this Part of this Schedule provided.".
8.-(1) In Schedule 5 to the principal Regulations (regions) for the words "seven regions" there shall be substituted the words "eight regions".
(2) At the end of the said Schedule 5 there shall be added the following provision:-
"(h)No. 8 (London) Region, comprising the metropolitan police district and the City of London.".

These Regulations amend the Police Federation Regulations 1969.
Regulation 16 of the Regulations of 1969 limits the funds which may be retained by a branch board at the end of any year and requires the payment of any excess to the appropriate central committee. Regulation 5 of the present Regulations raises these limits.
Regulation 6 of the present Regulations permits central funds of the Federation to be used, by or with the consent of the joint central committee, in defraying legal charges incurred by a member or former member of the Federation in connection with criminal proceedings brought against him for common assault or assault occasioning actual bodily harm committed in the execution or purported execution of duty.
Under Regulation 14 of the Regulations of 1969 there is no provision for conferences of the women members of the branch boards of the metropolitan and City of London police forces since it provides for regional conferences and these forces do not form part of one of the 7 regions established by the Regulations. Regulation 14 is made applicable by Regulation 8 of the present Regulations which constitutes the metropolitan police district and the City of London as an eighth region, styled the No. 8 (London) Region. Regulations 3, 4 and 7 of the present Regulations make incidental and consequential amendments.
