The Secretary of State for the Environment, the Secretary of State for Scotland and the Secretary of State for Wales, in exercise of their powers under section 21(9) of the Chronically Sick and Disabled Persons Act 1970 and of all other enabling powers, hereby make the following Order:-
1. Section 21 of the Chronically Sick and Disabled Persons Act 1970 shall come into operation on the 1st December 1971.
2. This Order may be cited as the Chronically Sick and Disabled Persons Act 1970 (Commencement No. 2) Order 1971.

This Order brings into operation on 1st December 1971 section 21 of the Chronically Sick and Disabled Persons Act 1970. Section 21 provides for the issue by certain local authorities of badges for display on motor vehicles used by disabled persons and for the maintenance by those authorities of a register showing to whom the badges are issued. The section also enables the Secretary of State for the Environment and the Secretary of State for Scotland and for Wales to make regulations inter alia as to the form of the badges, the disabled persons to or for whom they may be issued, the amount of the fee (if any) which may be charged for the badges and the continuing validity of badges issued in pursuance of schemes under section 29 of the National Assistance Act 1948 (c. 29).
Section 21, in addition, extends the regulation making powers under section 84C of the Road Traffic Regulation Act 1967 (c. 76) in relation to requiring exemptions with reference to the badges to be included in orders under that Act.
