Title and commencement
1. This Order may be cited as the Explosives (Northern Ireland) Order 1972 . . . Commencement . . .
Interpretation
2. The Interpretation Act (Northern Ireland) 1954

shall apply for the interpretation of the following provisions of this Order as it applies for the interpretation of an Act of the Parliament of Northern Ireland.
Extension of powers to regulate explosive substances
3. — (1) The powers exercisable by the Minister of Home Affairs
to make regulations under section 3 of the Explosives Act
1970 c.10
(Northern Ireland) 1970 for controlling and regulating the manufacture, sale, acquisition, transfer, storing, transportation, handling, use or disposal of explosives within the meaning of that section shall also be exercisable in respect of any substance to which this paragraph applies and, accordingly, that section shall have effect as if references therein to explosives included references to any such substance.
(2) Paragraph (1) applies to any substance (including any liquid, article or thing) which is capable of being used, whether by itself or in combination with anything else, as an explosive and which appears to the Minister of Home Affairs likely to be so used for unlawful purposes.
