DECISION
- This was an appeal against a default surcharge. After hearing the parties we announced our decision to dismiss the appeal and asked the parties whether they wished us to provide a formal decision setting out all our findings of fact and conclusions on the law. Neither of the parties required us to do so.
- We direct that the appeal be dismissed but would ask the Respondents to exercise their discretion to permit the Appellant time to pay.
- We had considerable sympathy for the Appellant whom we found frank and honest.
