First-tier Tribunal gave inadequate reasons for rejecting argument that a public authority's misleading public statements about the legal advice it had received meant that the public interest in disclosing the legal advice outweighed the public interest in maintaining the exemption from disclosure under section 42(1) of the Freedom of Information Act 2000 (information subject to legal professional privilege).
