Summary
In a supplementary decision, the hearing officer awarded costs on the comptroller’s normal scale. He did not consider the claimant’s request for full costs to be warranted in the absence of unreasonable behaviour by the defendant. Nor did he consider that the defendant’s contribution should be reduced because the claimant had not succeeded on some grounds, it not being unreasonable to have argued the particular point.
