The complainant has requested statistical information about suicides. The above public authority relied on sections 38 (health and safety), 36 (effective conduct of public affairs) and 41 (breach of confidence) of FOIA to withhold the information. The Commissioner's decision is that section 38 of FOIA is engaged and that the balance of the public interest favours maintaining the exemption.
