1. The complainant has requested information from Transport for London ("TfL") regarding the number of Penalty Charge Notices (PCNs) issued within a certain time period. TfL refused to disclose the requested information, citing sections 31(1)(b) and (g) of FOIA as a basis for non-disclosure. 2. The Commissioner's decision is that TfL has correctly applied section 31 of FOIA to the requested information. 3. The Commissioner does not require further steps.
