The complainant requested correspondence between Planning Inspectors and between Planning Inspectors and the Health and Safety Executive regarding a proposed development in Runcorn. The Planning Inspectorate ("the authority") provided some information, however it applied Regulation 13 and Regulation 12(4)(e) to redact or withhold other information. During the course of the Commissioner's investigation, the authority changed its position to apply Regulation 12(4)(b) to withhold the information from disclosure. The Commissioner's decision is that the authority was correct to apply Regulation 12(4)(b) to refuse to respond to the request further. The Commissioner does not require the authority to take any steps.
