The complainant has requested information about hazardous sites. The above public authority relied on regulation 12(4)(b) of the EIR (manifestly unreasonable) to refuse the request. The Commissioner's decision is that the request was manifestly unreasonable and that the public authority was not obliged to comply with it. The public authority did comply with its regulation 9 obligation to provide advice and assistance. However, it did not comply with regulation 14 of the EIR, because its refusal notice was inadequate.
