The complainant has requested a copy of a report by an external consultant, reviewing the effectiveness of working practices in the Home Office. The Home Office refused to disclose the information, citing sections 23(1) (security bodies), 36(2)(b)(i) and (ii) (prejudice to the effective conduct of public affairs) and 40(2) (personal information) of FOIA. The Commissioner’s decision is that the Home Office was entitled to apply section 36(2)(b)(i) and (ii) to refuse the request.
