Cabinet Office
The complainant has requested information from the Cabinet Office relating to the All In, All Together campaign. The Cabinet Office has refused to disclose the requested information on the basis of section 12(1) of FOIA (cost of compliance exceeds appropriate limit). The complainant has argued that the request is for environmental information and that the EIR is the appropriate access regime. The Commissioner’s decision is that FOIA is the appropriate access regime, and that the Cabinet Office has correctly applied section 12 to withhold the information. However, he considers that the Cabinet Office failed to issue the complainant with a refusal notice in accordance with its obligation under section 17(1) of FOIA. No steps are required.
