The complainant requested information relating to a specific footway closure. Bristol City Council (the Council) withheld information in scope of the requested under regulation 12(5)(b) of the EIR. The Commissioner’s decision is that the Council was entitled to rely on regulation 12(5)(b) of the EIR to withhold the requested information, and the balance of the public interest lies in maintaining the exception.
