Homes for Lambeth (HfL) is entitled to refuse the complainant’s request as manifestly unreasonable under regulation 12(4)(b) of the EIR, because of the disproportionate burden complying with it would cause to HfL. HfL indicated that the request might be refined and, as such, there was no breach of regulation 9(1) which concerns advice and assistance. It is not necessary for HfL to take any steps.
