Bolton Council
The complainant requested information from Bolton Council (“the Council”) about the sale of Council properties to the housing association, Bolton at Home, specifically about how the properties were valued. The Council refused to provide the requested information citing section 12(1) (cost limit) of FOIA as its basis for doing so. The Commissioner’s decision is that the Council is entitled to rely on section 12(1) (cost limit) to refuse to provide the requested information. He also finds that the Council met its obligations under section 16(1) of FOIA. The Commissioner does not require the Council to take any steps.
