Spelthorne Borough Council
The complainant has requested information about Spelthorne Borough Council’s (‘the Council’) decision to pause development in Staines town centre, pending the adoption of a Local Plan. The Council refused the request, citing regulations 12(4)(b) (Manifestly unreasonable) and 12(4)(c) (Request formulated in too general a manner) of the EIR. The Commissioner’s decision is that the Council was entitled to apply regulation 12(4)(b) to refuse the request. The Commissioner requires no steps as a result of this decision.
