Royal Borough of Greenwich
The complainant requested information from the Royal Borough of Greenwich (“the Council”) relating to West Greenwich Low Traffic Neighbourhood. The Commissioner’s decision is that some of the withheld information does not engage regulation 12(4)(e) (internal communications). The remainder of the withheld information does engage regulation 12(4)(e), but the balance of the public interest favours disclosure. The Commissioner requires the Council to take the following steps to ensure compliance with the legislation. Disclose the withheld information making any appropriate personal data redactions. The Council must take this step within 35 calendar days of the date of this decision notice. Failure to comply may result in the Commissioner making written certification of this fact to the High Court pursuant to section 54 of the FOIA and may be dealt with as a contempt of court.
