The complainant requested that the Department for Transport (DfT) disclose the Heywood Report on HS2. The DfT refused the request under section 35(1)(a) of FOIA. The Commissioner’s decision is that the DfT has correctly applied the exemption and the public interest lies in withholding the information. The Commissioner does not require the DfT to take any steps as a result of this decision notice.
