The complainant requested the cost of advertisements placed in the Guardian and Observer newspapers. The Office for National Statistics relied on section 43 of FOIA (commercial interests) to withhold the requested information. The Commissioner’s decision is that the requested information engages section 43(2) of FOIA and that the balance of the public interest favours maintaining the exemption.
