The complainant has requested information about communication systems. The above public authority provided some information, denied holding most of the information and relied on section 43 of FOIA (commercial interests) to withhold the remainder. The Commissioner’s decision is that the public authority has failed to demonstrate that section 43 of FOIA is engaged and consequently is not entitled to rely on that exemption.
