The complainant requested information from the University of London (the University) relating to the requirement for a physical copy of a PhD thesis to be provided. The University refused the request under section 14(1) of FOIA (vexatious request). The Commissioner’s decision is that the request was vexatious and therefore the University was entitled to rely upon section 14(1) of FOIA to refuse it.
