Swansea Council
The complainant requested information concerning a particular development. Swansea Council (‘the Council’) refused to comply with the request, citing regulation 12(4)(b) of the EIR as it considered the request to be manifestly unreasonable. The Commissioner’s decision is that the Council was entitled to refuse the request under regulation 12(4)(b) of the EIR and that the public interest favours maintaining the exception.
