Highways England
The complainant has requested information broadly on the subject of alleged image tampering by a third party evidencing damage to Highways England. Highways England categorised the request as vexatious under section 14(1) of the FOIA and refused to comply with it. The Commissioner’s decision is that the request is a vexatious request under section 14(1) of the FOIA and Highways England is not obliged to comply with it.
