Sunderland City Council
The complainant has requested information relating to vehicles licensed, or formerly licensed, as hackney carriage licences or Private Hire Vehicles (PHV’s). The council provided the requested information other than the vehicle recognition marks/licence plate numbers (VRM’s). It withheld these on the basis that section 40(2) (personal data) and section 31(1)(a) (prevention and detection of crime) applied. The Commissioner’s decision is that the council was correct to apply section 40(2) to the information. She has also decided that the council was correct to apply section 31(1)(a) to the information. The Commissioner does not require the council to take any steps.
