Welsh Government
The complainant has requested copies of correspondence between a senior Welsh Government official and the then Minister for Housing, Regeneration and Heritage within specified periods. The Welsh Government provided the complainant with five documents, but the complainant was of the view that the Welsh Government had refused to provide him with all the relevant information. The Welsh Government also cited section 12 (appropriate limit). The Commissioner’s decision is that the Welsh Government has not satisfied her that it is entitled to rely on section 12 in this case. The Commissioner requires the public authority to conduct a fresh search for the requested information and issue a response accordingly. If the public authority wishes to rely on section 12 it must explain to the complainant why this is the case.
