The complainant requested a copy of a report presented at a Board meeting. The position of the Independent Parliamentary Standards Authority (IPSA) is that this information is exempt from release under sections 36(2)(b)(i) and 36(2)(c) of the FOIA (prejudice to the effective conduct of public affairs), and that the balance of the public interest lies in maintaining the exemption. The Commissioner’s decision is that, at the time of the request, IPSA correctly applied section 36(2)(b)(i) to the withheld information and that the public interest favoured maintaining the exemption. The Commissioner does not require the public authority to take any steps.
