The complainant made a series of requests for information over a short period of time to Avon and Somerset Constabulary (“the Constabulary”) about its injury on duty (“IOD”) award review. The Constabulary considered that all the requests were vexatious and relied on section 14(1) of the FOIA to refuse to comply with them. The Commissioner’s decision is that the Constabulary was entitled to refuse to comply with the requests under section 14(1) of the FOIA. The Commissioner does not require the Constabulary to take any steps. This decision notice is currently under appeal to the Tribunal.
