The complainant made a freedom of information request to Wirral Metropolitan Borough Council (“the Council”) for information regarding a property which had been purchased by the Council as part of a development scheme. The Council disclosed some information but refused to disclose the remainder of the information under the exceptions in regulations 12(5)(e) (commercial confidentiality), 13 (personal information), 12(4)(e) (internal communications). The Commissioner’s decision is that regulation 13 is engaged in respect of some of the requested information but that regulation 12(5)(e) and regulation 12(4)(e) are not engaged. The Commissioner requires the public authority to disclose to the complainant the requested information with the exception of the information identified in the schedule which is provided to the Council only.
