The complainant has requested information about a complaint made in relation to land that he part owns. Herefordshire Council (the council) refused to provide the requested information relying on section 14(1) of the FOIA, as it deemed the request to be vexatious. The complainant complained to the Commissioner as he is not satisfied with the council refusing his request. The Commissioner’s decision is that the council has correctly relied on section 14(1) of the FOIA to refuse this request. The Commissioner does not require the council to take any steps.
